Full Year 2025 Financial Performance

The dividend declaration accompanied ICF's announcement of fourth quarter and full year 2025 financial results. Revenues from commercial, state and local, and international government clients increased 16% in the fourth quarter and 14% for the full year, reaching 57% of annual revenues.

For 2026, ICF expects revenues to range from $1.89 billion to $1.96 billion, representing 3% growth at the midpoint. The company anticipates GAAP earnings per share to range from $5.95 to $6.25, and non-GAAP earnings per share to range from $6.95 to $7.25, or 5% growth at the midpoint. Operating cash flow is estimated to range from $135 million to $150 million.

ICF expects double-digit revenue growth from non-federal government clients in 2026, which the company estimates will account for more than 60% of total 2026 revenues. The company also anticipates a return to year-on-year growth in certain parts of its federal government business.
